That'd be definitely valuable as their audience is likely very targeted to whatever you're promoting in your article and linked to website! I have a free resource page with an articles directory list of over 200 sites and have ranked them by Google PR on the page that links directly to the most recent submissions (not the home page of the article directory site). The list is also broken down by type, and any sites listed in the Niche section that match the same theme as your article would be very valuable to submit to as well.
